As a metal detectorist myself who does not participate or appreciate night-hawking on any site {scheduled or otherwise} I feel a good deterrent to night-hawking would be the laying of green waste on sensitive sites. It wouldn't harm the archaeology of the site as the green waste would be spread over the surface, but anybody detecting where they shouldn't would find the waste terrible to detect through....imagine trying to be quiet and quick on a green waste site - it just wouldn't happen. In the metal detecting fraternity now there is pressure building up on the powers that be to try to stop the spreading of green waste on non-scheduled sites as its definotely the "number 1 enemy" of 'tectorists....just an idea.
